How do I make a deck??

When I bought I wrangled permission from the board to build a deck on this roof outside my bedroom window.


The caveats are that I have to do all the permitting, insure it, etc and be responsible if the roof leaks on the guy below. Also it looks out on nothing but the alley and has only straight up views of the sky.

So, is it WORTH it to build a deck? I think it could be.

How do I START figuring out permits and such?

What's it likely to COST?

Anyone have a suggestion?
